Europe's Jet-Fuel Deficit:
Opportunity and Cost for Korea

Refining exports can rise while manufacturers face higher airfreight costs

September 22, 2026 · BIZPECTRA Editorial · 6 min read

Europe may face a fourth-quarter jet-fuel deficit of 510,000 barrels per day as Middle East supply is disrupted and inventories remain low. European imports from South Korea reached 129,000 barrels per day in September, the highest since October 2022. That is an opportunity for Korean refiners—and a cost signal for manufacturers relying on urgent air shipments.

Key numbers
  • Expected European Q4 deficit: 510,000 barrels per day
  • September imports from Korea: 129,000 barrels per day
  • Korean July jet-fuel output: about 13.89 million barrels
  • ARA inventories: lowest in seven years

Why Korea has an opening

While Europe faces tight supply, the United States and Asia-Pacific have more middle-distillate availability. When the Europe-Asia price spread exceeds freight costs, Korean refiners gain an incentive to send cargoes west.

Three issues for manufacturers

1 · Count export gains and crude-import costs together

Refined-product exports can support foreign-currency earnings, but higher crude costs and FX may offset the benefit.

2 · Urgent airfreight costs move first

Semiconductors, precision parts, automotive emergency shipments and development samples are exposed to fuel surcharges.

3 · Fast delivery must still lower total cost

Korean responsiveness is valuable, but using expensive airfreight to compensate for production delays is not sustainable. Production and logistics need one plan.

Action checklist

  1. Separate freight and fuel surcharges from product prices in European quotes.
  2. Define ocean freight for production and airfreight for approved exceptions.
  3. Model landed cost under different oil, FX and freight scenarios.
  4. Consider European safety stock or a small local finishing partner.
  5. Shorten manufacturing lead time to eliminate avoidable emergency shipments.

BIZPECTRA view

Korea is both an energy importer and an advanced refined-product exporter. The jet-fuel flow demonstrates industrial quality and capacity, but it also raises logistics risk for other exporters. Decisions should be based on landed cost across production, inventory and transport—not contract price alone.
