EU Chemicals Safeguards: Risk or Opportunity for Korean Suppliers?

Possible action on PET, epoxy resin and glass fibre could reshape origin evidence, landed cost and European sourcing.

September 17, 2026 · BIZPECTRA · 6 min read

France and Italy are preparing to request EU safeguard investigations into PET, epoxy resin and glass fibre imports, while Germany has signaled openness in principle. No investigation, quota or additional duty has yet been imposed. Yet safeguards can apply broadly across origins, so Korean exporters should calculate exposure before policy becomes cost.

Current status
  • The final product scope is not defined.
  • The European Commission has not formally opened the reported cases.
  • A case would test import growth, serious injury and the EU interest.
  • For now, this is a conditional quotation and contract risk—not a confirmed tariff.

Why safeguards differ from anti-dumping

Anti-dumping action targets unfairly low pricing by specific exporters. A safeguard can restrict a sudden import surge without proving dumping and may cover multiple exporting countries. Korea should not assume that action aimed mainly at Chinese volumes automatically creates an exemption for Korean goods.

Origin will matter. Simple mixing or repacking of Chinese inputs in Korea may face scrutiny, while documented formulation, compounding, reinforcement, precision processing and quality assurance can support a stronger value proposition.

How material action reaches finished products

MaterialUsesDownstream effect
PETPackaging, film, fibrePackaging and logistics cost
EpoxyElectronics, adhesives, coatingsPCB, motor, battery and wind components
Glass fibreAutomotive, construction, reinforced polymersComposite and molded-part cost

Even engineering polymers outside the initial list may be affected through glass-fibre and additive prices. Buyers should compare molding yield, dimensional stability, plating compatibility and failure cost—not resin price alone.

What Korean suppliers should do now

  1. Verify HS classifications against actual composition and use.
  2. Document raw-material origin and substantial transformation.
  3. Model landed cost under current, quota and additional-duty cases.
  4. Add tariff, freight and FX adjustment clauses to contracts.
  5. Prepare English RoHS, REACH, composition, CoA and change-control files.
  6. Consider EU safety stock or a local converting partner where demand is stable.

BIZPECTRA view

It is too early for speculative inventory or blanket price increases. It is not too early to repair origin files and contract language. Korean suppliers can distinguish themselves from commodity competition through traceable quality, tailored performance, short lead times and flexible technical response.
